What causes this issue?

No matching record in IT 83 was found whose first row has the year,
object identifier, leave type, leave number as specified in the
'existing' record.
To update IT 83 you must identify the exact record so that duplicate
entries and incorrect data can be avoided. To do so, the program tries
to identify the record of IT 83 that has already been created. If it is
not able to find it, an error is reported.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
