What causes this issue?

SI key &V1& has a value other than 0 in the UI or CI division.
This is only possible for person group key 109 if a mixed case is
involved - that is, when notifications are sent to both the employee
fund and the federal miners' and mine employees' insurance.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
