¿Qué causa este problema?

The finish date for the operation has the constraint that it should not
finish after a particular date (constraint date). However the start
date when you want to dispatch the operation leads to a finish date
which is after the constraint date. Therefore it is not possible to
dispatch the operation.

¿Cómo arreglar este error?

You should change the start date so that the operation finishes before
the constraint date.
