¿Qué causa este problema?

The start date for the operation has the constraint that it should
finish on a particular date (constraint date). However the start date
when you want to dispatch the operation leads to a finish date which
does not correspond to the constraint date. So it is not possible to
dispatch the operation.

¿Cómo arreglar este error?

You should change the start date on which you want to dispatch the
operation.
