¿Qué causa este problema?

The start date for the operation has the constraint that it should not
be after a particular date (constraint date). However the date when
you want to dispatch the operation is after the constraint date.
Therefore it is not possible to dispatch the operation.

¿Cómo arreglar este error?

You should enter a date which is before the constraint date in the
network.
