¿Qué causa este problema?

The operations of the referenced operation set cannot be inserted with
the specified operation increment because the interval between the
first referenced operation and next operation of the the
<GL:routing>routing</>/<GL:inspection_plan>plan</> is too small.
For this reason, the operations of the refereced operation set are
inserted with an increment of one.
