¿Qué causa este problema?

Three rules define the shipment behavior of safety data sheets that are
initiated by an outbound delivery. The system applied the "12 months
rule" as this rule is set for the corresponding compliance requirement.
The system determined that a shipment of a safety data sheet of material
'&V2&' is not required for country "&V3&".

Respuesta del sistema

Since the last shipment of the last safety data sheet version was not
within the last 12 months, the latest safety data sheet (version &V4&)
is not shipped to the safety data sheet recipient "&V1&".
