Three rules define the shipment behavior of safety data sheets that are
initiated by an outbound delivery. For country "&V1&"<(>,<)> a safety
data sheet compliance requirement (&V2&) is assigned that is subject to
the rule that a new major version of a safety data sheet is not shipped
again to the recipients that already received the previous version for
material &V3&.
