You have selected only a portion of the project and have attempted to
shift elements before the initial element. This is not possible. Only
changes to the hierarchy below the initial element are allowed.

¿Cómo arreglar este error?

Select either the entire project or a part of the hierarchy that begins
above the current initial element. Maintain only the project definition
or a WBS element superior to the current initial element &V1& on the
initial screen.
