You have selected WBS elements which cannot be leveled down.
If you want to level down from these WBS elements you must consider the
following points:
You can only level down to WBS elements one step lower, to the level
immediately following the WBS element you selected.
You cannot level down farther in the hierarchy than this first level.
You cannot level down from initial WBS elements.
You cannot level down WBS elements used in investment projects.
