¿Qué causa este problema?

You cannot level up the WBS elements you have selected.
If you want to level up WBS elements, you must consider the
following points:
You can only level up WBS elements one level higher, to the level
immediately before the WBS element you selected.
Subordinate WBS elements in the hierarchy cannot be leveled up
You cannot level up from initial WBS elements.
