What causes this issue?

You simulated the creation of a promotion. When creating a real
promotion, the class system must be processed or generated. This was
not done in the simulation so that error messages are included in the
log when the promotion is actually created.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
