What causes this issue?

You want to build a proportional factor in the planning hierarchy
automatically by using planning key figure &V1&.
This planning key figure has not, however, been entered for planning
step &V2&. Therefore, it cannot be used in automatic planning.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
