What causes this issue?

You want to plan the info structure/plan version/characteristic
combination &V1&.
An attempt to set a database lock for this was made. However, the
combination is already being processed by user &V2&.

System Response

The possibility of entering data in all the cells into which the above
version/characteristic combination is to be entered, is set to
inactive.
The sequence of characteristic values in the characteristic combination
corresponds with the primary key sequence in the Data Dictionary.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
