What causes this issue?

If a promotion allocation table is generated in which the quantities to
be distributed to the individual plants are determined by a central
allocation rule, the quantity may be changed as a result of a reply
from a plant. The announcement category in the promotion determines
whether a plant can send this reply.
As the reply cannot currently be created directly in the promotion, but
only by using the allocation table functionality, the announcement
category must be specified when the promotion allocation table is
generated.
