What causes this issue?

For the entered material number, there is no logistics unit as was
entered in the promotion header.
The logistics unit (for example, pallet) is used for planning the
transport volume of all promotion materials. The planned sales
quantities entered for each item are automatically converted and
added up in the logistics unit in the promotion header. If the
logistics unit is not created for a promotion material in the master
data, no conversion can be carried out. The transport volume that is
displayed in the planned data for the promotion is wrong.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
