What causes this issue?

You cannot convert the planned quantity of the material to the
logistics unit of measure as the logistics unit of measure has not been
created for the material in the material master data. The logistics
quantity for the material is therefore set to zero. This distorts the
logistics quantity for the whole promotion.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Maintain the logistics unit of measure in the material master and then
create the promotion item again. Note that the logistics quantity of
the whole promotion will be distorted if you do not create the
logistics unit of measure.
