What causes this issue?

You wish to change a <DS:DE.ADDI_OPER>follow-on purchase order</> for
an <DS:GLOS.additional>additional</>. The <DS:DE.ADDIS_POOK>status of
the follow-on purchase order</> is not "3", which is the status it must
have before changes can be made to additionals purchase order &V1&/&V2&
.
The change status is set if the following changes are made to the
<DS:DE.ADDI_RDID>reference document</>:
