What causes this issue?

To avoid a full table scan of the table 'WBRF', a database index has to
be active on the database for the field 'WBELNN', and possibly 'POSNN'.
SAP delivers the inactive database index '001', which you can activate
if no equivalent database index exists for the database table 'WBRF'.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
