What causes this issue?

Reports RWMBON08 and RWMBON38 can be used to reorganize info structures
for subsequent settlement. These reports can be used for
arrangement-driven reorganization. Report RMCENEUB should only be used
in exceptional circumstances.

You can continue processing (warning).

How to fix this error?

Note that recreating business volume data generally means reorganizing
income data also (using Report RWMBON07 or RWMBON37).
In subsequent settlement, the info structures belonging to update group
000029 (S074, S015 and any customer-specific structures, if active) are
updated.
