    must be taken into account in OTB. This is done using the OTB transfer.
    A node change has already been made for this article and it has not yet
    been processed by the OTB transfer. There can only be a maximum of one
    open, unprocessed transfer flag for a period and for an article.

    previous change has been processed by the OTB transfer.
