What causes this issue?

Table 149 contains no valuation category (promotion or standard) which
can be used for this plant (or the associated valuation area).
For now, the valuation type used for the valuation category "standard"
is the first one found.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
