What causes this issue?

The number range object used does not return any numbers. It is
therefore not possible to create any workflows.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the number range for workflows with <DS:TRAN.SNUM>transaction
SNUM</>. The interval <ZH>01</> is used for number assignment which is
exclusively internal and must not be marked as external. If such an
entry does not exist, insert this entry.
