What causes this issue?

You have not yet selected an ITS server in your user settings on which
to publish your ITS objects but do not want to publish your objects on
all servers.

System Response

You cannot publish ITS objects without specifying the target ITS server.

How to fix this error?

In transaction SE80, choose <ZK>Utilities -> Settings</> to maintain
your user settings. On the <ZK>ITS</> tab under <ZK>Publish</> choose
the ITS server on which you want to publish your objects. You can make
one of the following settings:
On all ITS servers / instances:
The objects are published on all ITS servers logged on to the SAP
System. Problems may arise, however, if one of these servers (such as a
local ITS test server) is temporarily unavailable or has been configured
incorrectly. You should not use this setting normally.
On a specific ITS server:
You can choose one of the ITS servers logged on to the SAP System from
the dropdown list. The objects are then published only on this server.
If you are not sure which server to use, choose the standard ITS server
for your SAP System from this list (if you do not know which of the
servers is the standard ITS server, ask your system administrator).
<ZH>Note:</> When choosing the ITS server make sure you use the same one
as for the Web server. When testing a service, you must start this
service on the ITS Web server on whose ITS server you published the
service before.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
