What causes this issue?

The language was changed. Therefore the system tried to read the text
for the specified combination of application/output type/language.
The system could not find this text.

System Response

The TEMPLATE object (condition record maintenance) or the MESSAGE
object (output processing) has not changed. This means that it is not
filled with new text.

How to fix this error?

Reset the language or output type.
Select a language or an output type for which a text has been
maintained.
Maintain the required mail text in Customizing for output control.
