What causes this issue?

The CSL is not active in the system. Despite this, the system attempted
to request a reference for a CSL, and therefore received an inactive
reference. The partner system cannot use this reference.

Processing was canceled.

How to fix this error?

Activate the CSL and repeat the transaction.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
