  • What causes this issue?

    On Hyper-V: the number shows the portion (in percent) of the Memory
    Demand value that the hypervisor should add as memory buffer to the VM
    if there are sufficient physical memory resources available on the
    virtualization host. So, the hypervisor tries to assign an amount of
    memory (Target Memory) to the VM according the formula:
    Target Memory = Memory Demand + (Memory Demand * Target Memory
    Buffer)/100
    However, the Target Memory is not guaranteed when the virtualization
    host is under memory pressure.
    This value is valid with activated Dynamic Memory only.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
