What causes this issue?

It is not possible to pack material or sub-HUs.
Possible causes:
Packing, even of partial quantities, is not possible because of weight
and volume restrictions.
In the material master for the auxiliary packaging material, the
'Material grouped packaging material' or 'Packaging material type' has
been incorrectly maintained or not maintained at all.
In Customizing, the view "Allowed packaging material categories
material grouped packaging material" has been incorrectly maintained or
not maintained at all.
Example
The following has to be packed:
BOX (load carrier)
MATERIAL 4711 (material)
Settings:
The box has material grouped packaging material "PAL", and packaging
material type "BOX".
Material 4711 has material grouped packaging material "PAL".
The material grouped packaging material specifies the packaging
material types permitted for the material:
Material 4711 can only be packed in packaging material, to which
packaging material type 'BOX' has been assigned. The material grouped
packaging material 'BOX' must therefore be assigned to material 4711.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
