What causes this issue?

Due to technical reasons, you can only create one service order for a
sales order item at the moment in service processing.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to enter several service orders, create more items. Note,
however, that the service orders can only be valued with the "factor" =
1.
