What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Adjust your authorization profile.
The authorization objects R_UGMD_SNG or S_TABU_LIN restrict the
authorizations for a report category. For the R_UGMD_SNG authorization
object, UGCREPCAT must be the field name, and the technical name of the
report category must be the value.
