What causes this issue?

No valid values are yet defined for characteristic &v1& in the
combination. Therefore, it is not possible to form combinations.
This situation can occur when you want to create a combination of
company and profit center, but no characteristic values yet exist for
the company or profit center.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Create at least one value for every characteristic from the
combination.
