What causes this issue?

In the hierarchy, you inserted entry &V2& under entry &V1&. However,
the definition of the characteristic does not allow any value of the
characteristic &V2& to be inserted under a value of the characteristic
&V1&.

Change the definition of the hierarchy accordingly.
