What causes this issue?

You want to synchronize one or more hierarchies in various storage
locations.
There are values of characteristic &v1& in the source hierarchy that are
not found in the target hierarchy.

System Response

The hierarchy was not transferred (or transferred incompletely) to the
target system.

How to fix this error?

First synchronize the master data of characteristic &v1& and then the
hierarchies.
