An exception is generated.
If this error occurs in a customer system, the cause can probably be

table UGM0000.
If the error occurs in an SAP-internal system, application &V1& first
needs to be created using the transaction <DS:TRAN.UG_MD_APPL>Define
Applications</>.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
