What causes this issue?

There is no header area in the system that can be reused.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Create a reusable header area by specifying a name for one.
To do this, type the name in the name column directly next to the top
node of the hierarchy tree.
