What causes this issue?

All items in the budget billing plan for contract &V1& have the value
0. In the transfer parameters, the value 0 is entered for all budget
billing plan items in field AUTO-T_EABPS-BETRO.
The system considers this budget billing plan to be cleared, so it is
not migrated.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to migrate the budget billing plan, you must enter a value
in field AUTO-T_EABPS-BETRO.
