What causes this issue?

You attempted to create a budget billing plan. This is not possible
because no schedule records exist for a budget billing plan with this
creation date, for this meter reading unit.
One of the following has caused this:
Schedule records have been canceled.
Schedule records have not yet been generated.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Generate the missing schedule records for the budget billing period.
