What causes this issue?
The requirements for a possible system upgrade have not been met.
Reasons could be:
The 'SAP' entries in the Transport Organizer control tables are
incorrect or do not exist.
The basic settings of the Transport Organizer are incorrect.
The Transport Organizer has not been configured.System Response
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
How to fix this error?
Use Transaction SE06 to change the settings.
