What causes this issue?

Each database system uses different methods for data compression. Some
SAP interfaces compress certain data, ABAP reports for example.
The factor that is specified serves as an upper limit for this
compression. This means that the actual compression can be greater. If
the factor is too small, the required freespace is underestimated,
which leads to an overflow in the database and causes the upgrade to
stop.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
