What causes this issue?

Each change request in an SAP upgrade is assigned to an import buffer
that imports the request. This determines the import route and the time
frame. The second parameter refers to the amount of freespace that is
required for the request. 1 represents the insertion of new contents
(Insert) and 0 refers to changes to existing contents (Update).

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
