    You want to release the Customizing request &V1& to a change request.
    The Customizing request is assigned to a project (with ID &V2&), the
    change request is not.
    During the release, the project of the Customizing request is copied to
    the change request.
    However, the project administration does not allow new requests to be
    created for this project, or requests to be assigned to it.

    The function is terminated.

    Release the Customizing request directly, or choose a change request
    that already belongs to the same project as the Customizing request.
