What causes this issue?

You want to merge request &V1& with request &V3%. Request &V1& is
assigned to a project (with ID &V2&), request &V3& is not.
During the merge, the project of request &V1& is copied to request &V3&
.
However, the project administration does not allow new requests to be
created for this project, or requests to be assigned to it.

System Response

The function is terminated.

How to fix this error?

Make sure that both requests are assigned to the same project.
