What causes this issue?

The relocation with package change &V2& contains the object &V1&. This
is a package.
The object "package" cannot be moved to another package.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

You have three options:
Remove the package from the request.
Create a relocation without package change if you want to change the
original location of a number of objects.
Create a relocation of a complete package if you want to change the
original location of a complete package and its transport layer.
