What causes this issue?

You want to relocate a complete package, or make a relocation without
package change, from the application system &V1& to the Basis system
&V2&. However, this is not allowed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Create a relocation with package change.
Note that the target package must begin with "S", if you are going to
relocate your objects in a Basis system.
