What causes this issue?

The dialer &V1& is activated in SAPphone system administration
(transaction SPHB). Therefore, no dialer-specific functions, such as
downloading of call lists, can be executed.

How to fix this error?

Ask your system administrator to activate this dialer. A connection
test may have to be carried out first.
