  • What causes this issue?

    You have deselected the 'Only Top-Level Work Items' against the default
    recommendation.

    With this setting it is possible to deleted individual steps from
    processes. This only makes sense in exceptional cases as the process
    isntance, that is, the top-level work items with all directly and
    indirectly dependent work items represents a unit that is to be
    considered whole. Breaking up the unit can have serious consequences.
    This would mean that deleting final work items would affect workflows
    that are still open. In the worst case, they could no longer be
    processed or the workflow log would no longer display them. The damage
    would be irreparable.

    How to fix this error?

    If you do not want to proceed intentionally against the recommendation,
    select the 'Top-Level Work Items Only' checkbox.
