What causes this issue?

The RFC destination &V3& has been created in the application system and
points to the Solution Manager system (&V1&, &V2&), but the Solution
Manager system cannot be reached.

How to fix this error?

Inform the system administrator.

Procedure for System Administrators

Check whether help documents from Solution Manager should be displayed
in the Help Center. If the connection between Solution Manager and the
Help Center has been activated by mistake, you can deactivate it in the
Implementation Guide ( <DS><DS:SIMG.HC_SOLMAN_ACTIVE>Allow Files from
SAP Solution Manager in Help Center</></>, transaction SI24).
If help documents from Solution Manager should be displayed in the Help
Center, check the configuration of the Help Center. In particular, check
whether the RFC destination &V3& points to the correct Solution Manager
system and whether this system is available.
