What causes this issue?

Conversion to a business user (a user with a business partner address
that is) has failed for user &V1&.
<ZU>Reason:</>
There is not work address for the business user to be connected (&V2&).

System Response

The user was created with a classic address instead.
This problem will be solved next time the HCM report for synchronizing
HCM data to the business partner data runs. When this happens, the user
will be converted into a business user.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
