What causes this issue?

In S/4HANA systems, the short description of users with business partner
assignment is managed exclusively by business partner transactions or
HCM. If is normally filled with a combination of the name components
('Full Name of Person') of the business partner.

System Response

Changes to the short description are prevented by user administration.

How to fix this error?

Use the Fiori App "Maintain Employees" or Human Capital Management (HCM)
for example. From HCM, automatic HR business partner synchronization can
be performed with report /SHCM/RH_SYNC_BUPA_FROM_EMPL. (see SAP Note
2570961)
