How To Fix SRV024 - Invalid outline number &1 ('1' is reserved for default outline)

What causes this issue?

When a PR item is created, the system creates one default outline with
outline number '1'. If a user enters '1' as the outline number, then an
error message appears.

How to fix this error?

Correct the outline number. Users cannot enter outline number '1'.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
